THE VILLAGE OF BURK’S
FALLS
COUNCIL MINUTES
The regular meeting of the Burk’s Falls Council was
held on Tuesday June 24, 2008 at 7:00 p.m. in the Council Chambers.
All members of Council were present. Guests at the meeting included:
1. Staff Sgt. Stacey Whalley from the Almaguin
Highlands Detachment of the OPP. He presented Council with first quarter
stats for the Village as compared to the same time frame for 2007.
Number of calls is down. He had a copy of the 2008 Business Plan. He
will email the Village with a contact name and number regarding property
acquisition and accommodation for a new headquarters for the detachment.
His main advice for Council to get out to residents is that if they see
something that is a criminal or illegal nature to contact the OPP
immediately and not wait two or three days to report it to Council.
2. Kathy Parry, President of Br. 405 of the Royal
Canadian Legion requesting a reduction in 2008 taxes. A second request
was permission to hold a street dance in the Legion parking lot to raise
funds to put a new roof on the Legion. They are to notify all emergency
services of the times and also the By-law Enforcement Officer and
residents in the vicinity regarding the noise factor.
3. Cindy Bourguignon and Sandra McWhirter regarding a
general clean up of the public dock area and the area between the dock
and the Welcome Centre. She had a sketch of her ideas to beautify the
area to make it much more attractive and appealing to local tourist.
Cathy Still and Lewis Hodgson will meet with Cindy at 8:30 am on
Wednesday to survey the situation. She also had a small list of items
that could/should be done right away.
Council went into closed session for a brief discussion regarding labour
relations and personal matters about identifiable individuals.

B. Campbell – Lewis Hodgson:
That we adopt the Minutes of the May 27, 2008 meeting as circulated, the
June 4, 2008 and June 17, 2008 as read.
2008-115
Lewis Hodgson – Ron Russell:
The Council for the Village of Burk’s Falls have reviewed the Burk’s
Falls Armour & Ryerson Union Public Library budget as presented in the
amount of $ 111,764.39; and
That Council approves the budget as presented with Burk’s Falls share
being $19,078.92.

The Council for the Village of Burk’s Falls have read and approve By-law
19-208 being a by-law to exempt properties from taxation for the general
portion of the taxation levy;
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.

Rex Smith – B. Campbell
The Council for the Village of Burk’s Falls have read the Contract with
FedNor for their contribution of funding to complete a Feasibility study
related to identifying potential opportunities associated with the
construction of a new central community education complex;
And that we authorize the Reeve and the Clerk to sign this contract on
behalf of the municipality.

That the council for the Village of Burk’s Falls approves the purchase
of 2 camera(s) at the Welcome Centre in the amount of $ 1950.00 plus GST.

Rex Smith – Ron Russell:
That we approve the application to conduct a raffle lottery as presented
by the Burk’s Falls & District Food Bank provided all regulations are
adhered to.
2008-120
Rex Smith – Ron Russell:
That the Council for the Village of Burk’s Falls approve the application
to conduct a Break Open Ticket Lottery as presented by the Armour
Ryerson & Burk’s Falls Agricultural Society provided all regulations are
adhered to.
2008-121
B. Campbell – Ron Russell:
The Council for the Village of Burk’s Falls have read the resolution
circulated by the Township of O’Connor expressing concern with the
reduced number of summer job positions being subsidized through Canada
Summer Jobs program due to the increase in minimum wage;
And that council supports the concerns expressed in this resolution and
forward our support to the Township of O’Connor for their presentation
to the Federal Government.

As per the Municipal Act S.O. 2001, c.25 as amended, 239(2) Council for
the Village of Burk’s Falls enters into a closed meeting.

As per the Municipal Act. S.O. 2001, c.25 as amended, p. 239(2) Council
for the Village of Burk’s Falls exits from a closed meeting at 21:28.

Rex Smith – Ron Russell:
We accept the Accounts Payable as presented up to and including June 24,
2008 in the amount of $ 194,418.54 and authorize the Clerk/Treasurer to
issue cheques for same.
