THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The regular meeting of the Burk’s Falls Council was held on Tuesday, May 27, 2008 at 7:00pm in the Burk’s Falls Council Chambers.
All members of the Council were present. Councillor Bruce Campbell declared a conflict on the severance application in items for discussion.
Delegations:
Betty Caldwell – Historical Society: gave Council a copy of their Financial Statement and 2007-2008 budget. She requested a financial donation to assist with their 2008 expenses. She informed Council that we only had a few copies of the history book “Reflections of a Century” and should perhaps consider an update or another reprinting.

Earl Haggart: requesting permission to put a trailer on the “Chip Wagon” property to be used for washroom facilities and an office. The Building Code and Village By-Laws will be reviewed to see if the trailer would be in compliance.

Brian Darnbrough – By-Law Enforcement Officer: gave his final report as he has decided not to renew his contract.

Jim Mahoney: to speak with Council regarding the Enforcement Officer position that is available after Brian Darnbrough’s resignation. He went over his credentials and informed Council of his procedures with the other municipalities he covers. A resolution and by-law was passed.

The Council for the Village of Burk’s Falls approve the 2008 Burk’s Falls & District Fire Department Budget in the amount of $202,980.00 with Burk’s Falls share being $ 60,894.00.

And that the Council for the Village of Burk’s Falls set up a Fire Department Reserve in the
Amount of $ 18,724.31.

The Council for the Village of Burk’s Falls approve Reserves set up as follows:

Landfill Reserve in the amount of $ 2,594.49

Recycling Reserve in the amount of $ 11,074.74

The Council for the Village of Burk’s Falls have read and approve By-Law 16-2008 being a by-law to set the tax ratios for the year 2008;

And that we authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls have read and approve By-Law 17-2008 being a by-law to appoint a Building Inspector;

And that we authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls accept the 2008 Emergency Management Budget of $10898.86 with Burk’s Falls share being $3632.95.

The Council for the Village of Burk’s Falls give a donation to the Armour Ryerson & Burk’s Falls Agricultural Society in the amount of $250.00 for the year 2008.

The Council for the Village of Burk’s Falls support setting up a Municipal Reserve Fund for the North Bay Parry Sound District Health Unit;

And that we authorize the Reeve and the Clerk to sign the Memorandum of Agreement as presented on behalf of the Municipality.

The Council for the Village of Burk’s Falls approve the application to conduct a Break Open ticket lottery as presented by the Royal Canadian Legion Br. 405 provided all regulations are adhered to.

WHEREAS Seniors’ Month is annual nation-wide celebration;

WHEREAS seniors have contributed and continue to contribute immensely to the life and vibrancy of this community;

WHEREAS seniors continue to serve as leaders, mentors, volunteers and important and active members of this community;

WHEREAS their contributions past and present warrant appreciation and recognition and their stories deserve to be told;

WHEREAS the health and well-being of seniors is in the interest of all and further adds to the health and well-being of the community;

WHEREAS the knowledge and experience seniors pass on to us continues to benefit all;

Therefore the Council for the Village of Burk’s Falls do hereby proclaim June 1-30, 2008 SENIORS’ MONTH in the Village of Burk’s Falls and encourage all citizens to recognize and celebrate the accomplishments of our seniors.

That the Council for the Village of Burk’s Falls approve the application from TOPS to conduct a raffle lottery provided all regulations are adhered to.

The Council for the Village of Burk’s Falls approve the application to conduct a raffle presented by the Royal Canadian Legion Branch 405 provided all regulations are adhered to.

The Council for the Village of Burk’s Falls have read By-Law 18-2008 being a by-law to appoint a By-Law Enforcement Officer for the Village of Burk’s Falls;

And that we hereby authorize the Reeve and the Clerk to sign this by-law and affix the seal of the Corporation thereto.

The Council for the Village of Burk’s Falls hereby amends By-Law 12-2008 being a by-law to appoint certain officers and set the rates of pay and mileage to read $0.45 per km for the mileage rate.

And that Council approves this amendment and shall attach a copy of this resolution to the By-law.

The Council for the Village of Burk’s Falls have reviewed the Terms of Reference presented by the Almaguin Cup Committee;

And that Council approves the Terms of Reference and hereby approves the Almaguin Cup Committee as a Committee of Council effective May 27, 2008, and accept the Budget as presented.

The Council for the Village of Burk’s Falls have read the resolution circulated by the Township of Tiny along with the Resolution presented by Garfield Dunlop, MPP in the Legislature asking for support of all levels of government in order to commemorate the 400th Anniversary of the arrival of Samuel de Champlain to Ontario in 1615;

And that the Council for the Village of Burk’s Falls supports the resolution from the Township of Tiny seeking support for this commemorative event.

The Council for the Village of Burk’s Falls give a donation in the amount of $500.00 to the Burk’s Falls & District Historical Society for the year 2008.

The Council for the Village of Burk’s Falls accepts the Accounts Payable as presented up to and including May 27, 2008 in the amount of $162,904.92.
