THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The regular meeting of the Burk’s Falls Council was held on Tuesday March 25, 2008 at 7:00 p.m. All members of Council were present.

Guests and their purpose for attending included:
Terri Clark from the Welcome Centre –
-she would like to operate from dawn til dusk
-she will hire the extra help required but would still like the two ANTA students
-would like to serve ice cream this year
-would like to have high speed service installed at her cost

John Leggett regarding the water rates.

Tim Sheppard, Acting Staff/Sgt. For the Almaguin Highlands OPP detachment
-brought 1st quarter statistics for the Village of Burk’s Falls
-when making after hour calls for assistance ask for the duty supervisor
-answered questions from Council

Peter Brooke and George Dingman, ie: Committee of Council By-law and Almaguin Cup Committee status.

Councillor Rex Smith declared a conflict of interest regarding the sweeping tender item on the agenda and left the meeting for all discussions regarding this item. One of the tenders for the sweeping was not accepted because it did not meet the tender requirements.

That we adopt the Minutes of the February 27, 2008 meeting as circulated.

Lewis Hodgson – B. Campbell:

The Council for the Village of Burk’s Falls have read By-law 11-2008 being a by-law to appoint Committee of Council a third time and approve the By-law as presented.

And that Council authorizes the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

That the Council for the Village of Burk’s Falls nominate Barbara Marlow to the Parry Sound EMS Board.

That the Council for the Village of Burk’s Falls accepts the Tender from Smith’s Mobile Sweepers in the amount of $ 10,342.50 including GST for sweeping streets and parking lot in the Village.

The Council for the Village of Burk’s Falls have read the 2007 Summary Report for the Burk’s Falls Drinking Water System, O.Reg. Schedule 22, of O.Reg. 170/03 for the Burk’s Falls Water Treatment Plant Waterworks No. 220000567.

The Council for the Village of Burk’s Falls write off the following Accounts Receivable for the following amounts as they are deemed uncollectable:

2003 - $ 564.30
2004 - $ 130.00
2005 - $ 180.00
Total $874.30

Lewis Hodgson – B. Campbell:

The Council for the Village of Burk’s Falls have read The Indenture between the Village of Burk’s Falls and the Burk’s Falls Armour & Ryerson Union Public Library for the term of April 1, 2008 to March 31, 2013 as attached;

And hereby authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls approve the application for a raffle lottery presented by the Burk’s Falls Lions Club provided all regulations are adhered to.

B. Campbell – Rex Smith:

The Village of Burk’s Falls contribute $500.00 to the Almaguin Highland Secondary School Committee for the feasibility study to enhance the new Secondary School for the high school catchment area.

Rex Smith – Ron Russell:
The Council for the Village of Burk’s Falls have read the resolution circulated by the Town of Pettawa supporting the efforts of our Canadian Troops;

And Whereas support for the Troops is support for the critical work they do themselves and not necessarily any specific mission;

And Whereas it is vitally important that our Troops are aware that Canadians at home support the work they are engaged in;

Therefore be it resolved that the Village of Burk’s Falls supports the call from the Town of Pettawa to recognize the tremendous and exemplary work and efforts carried out by Canadian troops in all their missions;

And that a copy of our support be sent to the Prime Minister of Canada.

As per the Municipal Act, S.O. 2001, c.25 as amended, 239(2) Council for the Village of Burk’s Falls enters into a closed meeting at 21:20 pm.

As per the Municipal Act. S.O. 2001 as amended p. 239(2) Council for the Village of Burk’s Falls exits from a closed meeting at 10:05 p.m.

Lewis Hodgson – Rex Smith:
The Council for the Village of Burk’s Falls have read and approve By-Law 12-2008 being a by-law to Appoint Certain Officers and Set the Rates of Pay for the year 2008;

And that we authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

B. Campbell – Ron Russell:
The Council for the Village of Burk’s Falls have read and approve By-Law #13-2008 being a by-law to authorize the Corporation of the Village of Burk’s Falls to enter into agreements with the Corporation of the Township of Armour respecting the extension of municipal services;

And that we authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

That we accept the Accounts Payable as presented up to and including March 25, 2008 in the amount of $ 208,897.35 and hereby authorize the Clerk/Treasurer to issue cheques for same.

That we do now adjourn at 22:50 until the next regular meeting of Council on April 22, 2008.
