THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The regular meeting of the Burk’s Falls Council was held on Monday, December 17, 2007. Present were Reeve Cathy Still, Councillors: Ron Russell, Bruce Campbell, and Rex Smith. Councillor Lewis Hodgson phoned in his regrets.

Delegations at this meeting:
Mary Manuell and Margaret Ross from the Almaguin Palliative Care Team requesting a financial contribution to assist with mileage, liability, insurance, volunteer training and general administration.
John Newstead as our Eastholme representative and also to give Council information on a Police Services Board. He left contact information for follow-up information.
Liz Trovlove regarding parking on Village Streets during snow removal procedures.
Brian Darnbrough, By-Law Enforcement Officer to give his report.

The following resolutions were passed:

We adopt the Minutes of the November 27, 2007 meeting as circulated.

We accept the Accounts Payable as presented up to and including December 17, 2007 in the amount of $171,483.83 and hereby authorize the Clerk/Treasurer to issue cheques for same.

The Council for the Village of Burk’s Falls have read the Village of Burk’s Falls Sustainability Plan –2007.

Therefore the Council for the Village of Burk’s Falls approves the Sustainability Plan as presented.

The Council for the Village of Burk’s Falls have reviewed the terms and conditions of the Loan Agreement with the Royal Bank of Canada in the amount $ 110,000.00,

And that Council authorizes the Reeve and the Clerk to sign this Loan Agreement on behalf of the municipality and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls have read and approve By-Law No. 20-2007 being a by-law to establish a Policy respecting hiring employees in the Village of Burk’s Falls.

The Council for the Village of Burk’s Falls have read and approve By-Law No. 21-2007 being a by-law to prescribe the form, manner and the times for the provision of Notice.

And hereby authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls support in principle, the Burk’s Falls & District Historical Society’s plans to apply for a Trillium Grant for renovations to the Wiseman School House Museum and renovations to the Swing Bridge located on the property.

WHEREAS the provision of health care services is of vital importance to the residents of East Parry Sound, and

WHEREAS the eventual establishment of the Burk’s Falls Family Health Team will create a new dynamic in the way of health care services can be provided within the region;

THEREFORE BE IT RESOLVED that the Village of Burk’s Falls supports the proposal to establish a Working Committee, comprised of municipal representatives from the communities within the District of East Parry Sound, local physicians, along with representatives from the Muskoka Algonquin Healthcare Board and administration, to examine alternatives for the provision of health care services in the future;

And that this resolution be forwarded to the following Municipalities for their endorsement:

WHEREAS the South East District of Parry Sound Steering Committee is desirous of working together for mutual benefit, and to address issues collectively rather than separately; and

WHEREAS the Family Health Team proposed to be located in the Village of Burk’s Falls will benefit and provide medical and health services for all surrounding municipalities;

THEREFORE BE IT RESOLVED THAT the Council for the Village of Burk’s Falls agrees in principle to support the Family Health Team Proposal; and

FURTHER BE IT RESOLVED THAT the Village of Burk’s Falls is willing to consider a financial contribution once the final criteria has been established;

AND THAT the Municipalities involved in the Family Health Team be :

The Council for the Village of Burk’s Falls have read the Resolution circulated by the Township of Elizabethtown-Kitley regarding training seminars for Firefighters;

And the Council for the Village of Burk’s Falls have concerns with respect to the costs associated with training session for those conducting fire safety inspections and other new initiatives;

Now Therefore Be It Resolved that Council feels the training should be provided free of charge by the Office of the Fire Marshal when new initiatives are instituted by the Ministry;

And that our Resolution of support be sent to the Township of Elizabethtown – Kitley for their presentation to the Ontario Fire Marshall.

The Council for the Village of Burk’s Falls have read the Resolution circulated by the Town of Caledon expressing concern with the Special Report to the Legislative Assembly of Ontario regarding a number of inadequacies in the capacity of the Ministry of Natural Resources to properly oversee the approvals, compliance, rehabilitation and long term planning to protect Ontario’s Aggregate Resources;

Therefore Be It Resolved that Council supports the request of the Town of Caledon to petition the Province of Ontario to consider increasing the fees and royalties charged to aggregate operators and use this additional revenue exclusively for providing the MNR with resources to effectively staff an enforcement branch that will be able to adequately ensure long term viability of the aggregate industry as well as ensure the responsible protection of the long term environmental and human health of the community surrounding these aggregate extraction operations.

And that our resolution of support be directed to the Town of Caledon for their presentation to the Provincial Government.
