THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The regular meeting of the Burk’s Falls Council was held on Tuesday, November 27, 2007 at 7:00 pm in the Burk’s Falls Council Chambers. Present were Reeve Cathy Still, Councillors Ron Russell, Bruce Campbell, Lewis Hodgson (7:10), and Rex Smith (7:15).
Councillor Ron Russell declared a conflict on the snow removal tender at the Fire Hall.
Delegations included the following:
Captain Simon Young: Squadron 3133 Cadets
Requested the use of the Village bus to bring cadets from Sundridge and South River on Thursdays to Land of Lakes School in Burk’s Falls. He had a volunteer driver ( Murray Ticknor) and Pete Hunter has offered to pay for the fuel. Permission was granted by Council but they suggested that perhaps Capt. Young might approach Sundridge and South River Councils to see if they might assist with a financial contribution

Council went into a closed session to deal with a private issue.
After exiting from the closed session Council adjourned to have a Property Standards Committee Meeting; minutes of which have been entered into the Property Standards Files.

That as per the Municipal Act. S.O. 2001, c.25 as amended, 239(2) Council for the Village of Burk’s Falls enters into a closed meeting at 19:22.

In order to begin permanently solving the problem of a low chlorine residual on the Ferguson Road Water Distribution line, the Village of Burk’s Falls will help the owners of the property at 130 Ferguson Road (Pat and Amanda Hayes) get off the Burk’s Falls Water Distribution System by paying one third of the cost of a well producing potable water, to a maximum cost to the Village of $ 3,300.00 plus GST.
Once the well is drilled, the Village water line to 130 Ferguson Road will be disconnected and the Village will have no further responsibility in the provision of water to this address.

We accept the Accounts Payable as presented up to and including November 27, 2007 in the amount of $ 120,734.04 and hereby authorize the Clerk/Treasurer to issue cheques for same.

The Council for the Village of Burk’s Falls give a donation to the Almaguin Cup Committee in the amount of $ 500.00 for the 2008 race

The Council for the Village of Burk’s Falls have read the request from Debra Nicholls on behalf of the Almaguin Cup Committee to apply for a Special occasion permit from the Alcohol and Gaming Commission to host a Outdoor Events – Beer Tent on February 2nd, 2008 & February 3rd, 2008.

Council for the Village of Burk’s Falls support the application by the Almaguin Cup Committee to hold an Outdoor Events – Beer Tent for this event.
Under conditions that the Almaguin Cup Committee receive approval from theBurk’s Falls, Armour and Ryerson Arena Board.

The Council for the Village of Burk’s Falls support the Women’s Own Resource Centre for 2008 at a rate of $0.30 per capita= $254.40 for projects offered through the Centre.

The Council for the Village of Burk’s Falls support the resolution presented by the Burk’s Falls & District Fire Board to have civic address signs assigned and installed at the point of an entrance permit being requested.

And that all existing pits and quarries be assigned a civic address and this number be installed.

Whereas the South East District of Parry Sound Steering Committee is desirous of working together for mutual benefit, and to address issues collectively rather than separately;

And Whereas there may be greater financial benefit to the members through working together in a consultative fashion and presenting proposals as one united voice as opposed to individual municipal proposals;

And Whereas we need to support each other or other groups within our municipalities for the benefit of us all’

And Whereas opportunities arise that make it necessary for municipalities to agree to support in principle common interest;

Therefore be it Resolved, that the Village of Burk’s Falls council agrees in principle to the establishment of a committee of Mayors, Deputy Mayors, Reeves and Deputy Reeves of the South East District of Parry Sound to meet as required and to explore synergies and methods to be used in the promotion of this sector of the District of Parry Sound

And be it further resolved that the municipalities involved will be the following:

Township of Armour Township of Strong
Township of Joly Town of Kearney
Township of Machar Village of Burk’s Falls
Township of McMurrich-Monteith Village of South River
Township of Perry Village of Sundridge

The Municipal Office will be closed from December 24, 2007 to December 28, 2007 inclusive and January 1, 2008. The Office will be open December 31, 2007 for payments.

The Council for the Village of Burk’s Falls has reviewed a resolution passed by Council dated May 28, 2002 regarding that the one third of the remuneration paid to elected members of council shall be considered as expenses as required by Section 283(7) of the Municipal Act, 2001. Council hereby re-confirms the resolution dated May 28, 2002 attached hereto.

The Council for the Village of Burk’s Falls have read the correspondence dated November 2, 2007 regarding the Establishment of a Municipal Reserve Fund and Memorandum of Agreement from the North Bay Parry Sound District Health Unit :

And that Council for the Village of Burk’s Falls does not support the Establishment of a Municipal Reserve Fund for the North Bay Parry Sound District Health Unit.

The Council for the Village of Burk’s Falls have read the resolution circulated by the City of Waterloo regarding the Use and Sale of Cosmetic Chemical Pesticides;

And that Council supports the concerns expressed in the resolution from the City of Waterloo and forward our support for the concerns to the City of Waterloo for their presentation to the Federal and Provincial Government.

The Council for the Village of Burk’s Falls have read the resolution circulated by the Municipality of Morris-Turnberry regarding the disposal of tires;

And Whereas tires are now being stockpiled, burnt and disposed of on roadsides and lots throughout the Province of Ontario, which creates additional work for public works crews and an unpleasant appearance of our landscape in Ontario;

And Whereas tires can be recycled into useful products for roads and highways and waste products for incineration plants;

And Whereas a tire rebate program would provide an incentive to recycle tires;

Therefore be it resolved that the Council of the Village of Burk’s Falls supports the Municipality of Morris-Turnberry’s request to the Provincial government to develop a program that will provide a rebate for the tire disposal, either a new program or an enhancement to the current Stewardship Ontario Program.

And that our support be sent to the Municipality of Morris-Turnberry for their presentation to the Provincial Government.
