THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The Regular meeting of the Burk’s Falls Council was held on Tuesday October 23 2007 at 7:00 p.m. in the Burk’s Falls Council Chambers. Present were Reeve Cathy Still, Councillors Bruce Campbell, Ron Russell, Rex Smith and Lewis Hodgson (7:35).
Delegatons and their purpose for attending were:
Tyler Lalonde and Brian Gardiner, Mr. Lalonde regarding signage for Joseph’s Restaurant to bring snowmobiles into the village. Mr. Gardiner regarding permits/licenses to open a brewery in the Village.

Paula Brandt regarding Heritage Buildings. She would like to see a Municipal Heritage Committee established which would determine the number of buildings that would or could be classified as Heritage. There is a meeting in North Bay on November 8, 2007 that a staff member will be attending and Paula was invited to this meeting.

Brian Darnbrough, By-Law Enforcement Officer gave his report.

Monique Moffit had some concerns regarding the bag tags that are in the draft by-law for the landfill site.

John Wilson, Chairman of the Fire Department, was present to discuss the JEPP application. There were two projects that could be applied for and he explained each and the individual costs for them.

Ron Russell declared a conflict of interest on the snow removal, shoveling and salting at the Library/Seniors building.

The Council for the Village of Burk’s Falls adopts the Minutes of the September 17, 2007 and the September 25, 2007 meetings as circulated.

The Council for the Village of Burk’s Falls support the Economic Development Committee’s proposal to move forward with a Strategic Master Plan and have no objection to the 2007 budget to be utilized for this process.

The Council for the Village of Burk’s Falls support in principle the application by the Burk’s Falls Armour & Ryerson Union Public Library to the Trillium Foundation.

The Village of Burk’s Falls agree to co-host with the Townships of Armour and Ryerson the spring meeting of the District of Parry Sound Municipal Association to be held May 5, 2008 at the Armour Ryerson & Burk’s Falls Memorial Arena/Community Centre.

The Council for the Village of Burk’s Falls have read and approve By-Law 15-2007 being a by-law to require Permits for the purpose(s) of hauling heavy loads, oversized loads or structure on municipal roads/highways;

And that Council authorizes the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls purchase a Wreath from the Royal Canadian Legion Br. 405 in the amount of $ 57.00 for the annual Remembrance Day Service

Ron Russell – Lewis Hodgson:
The Council for the Village of Burk’s Falls do not object to the Royal Canadian Legion Br. 405 holding a Parade on November 11, 2007 . Council is aware that Ontario Street from Queen Street to Yonge Street and Yonge Street from Ontario Street to Centre Street will be closed to Traffic from 10:45 am to 11:30 am. Council requires the Royal Canadian Legion Br. 405 to notify the Burk’s Falls & District Fire Department, Parry Sound Land Ambulance and the Almaguin Highlands OPP of this closure for the purpose of re-directing traffic.

That Council supports the Santa Claus Parade Committee with a donation of $ 250.00 for the annual parade to be held December 1, 2007

Ron Russell – Lewis Hodgson:
The Council for the Village of Burk’s Falls have no objection to the Santa Claus Parade Committee closing Ontario Street from Huston Street to Yonge Street and Yonge Street from Ontario Street to Centre Street for the annual Santa Clause Parade on December 1, 2007. Council requires notification of the closing be given to the Almaguin Highlands O.P.P, Parry Sound Land Ambulance and the Burk’s Falls & District Fire Department prior to the closing

That the Council for the Village of Burk’s Falls approves the purchase of 16 Santas from Daisy A Day Garden Centre to be placed on the street lights at a cost of $ 509.00 during the holiday season

B. Campbell – Lewis Hodgson:
The Council for the Village of Burk’s Falls have read the resolution circulated by the Township of Wellington North expressing concern with the new regulations released which were added to Reg 170/03 of the Safe Drinking Water Act, regarding the number of annual lead samples to be taken per drinking water system ;

Whereas under thee regulations, the number of annual samples required has increased substantially depending on the population served by a municipality’s drinking water system; and

Whereas the additional sampling requirements will result in creased annual sampling and labour costs which must be covered through increased water rates to the consumer; and

Whereas the number of samples required are not proportionate when comparing small drinking water systems to drinking water systems of larger municipalities of 100,00 or more;

Now Therefore Be It Resolved that the Council for the Village of Burk’s Falls calls upon the government to reduce the lead sampling requirements for small municipal water systems proportionately to the number of samples required for larger municipalities of 100,00 or more.

B. Campbell – Ron Russell:
The Council for the Village of Burk’s Falls supports the application to the Green Municipal Fund 2007 Water, Part B for funding to improve water to the six (6) residents across Hwy. 11 in the Township of Armour; and

That Council for the Village of Burk’s Falls supports this project provided a grant is received for 50% of the costs and the Village will contribute 1/3 of the costs; with the Township of Armour and the Six (6) contributing the balance of the costs involved.

The Council for the Village of Burk’s Falls accepts the Tender as presented from: Whitmell Sand & Gravel for 2007-2008 Winter Maintenance as follows:
Item 1 – Grader & Operator for snow plowing streets $75.00 per hour
Item 2 – Loader at stockpile & truck with sanding unit & operator $ 65.00 per hour including GST
Item 3 – Supply loader with operator: $ 59.00 per hour including GST
Item 4- Supply truck with operator for hauling and removing snow4$ 59.00 per hour including GST
1200 cu. yds of winter sand @ $ 7.40/cu.yd plus GST & PST which equals $8.05/cu. yd. Salt to be supplied by the Village.

2007- 171
Rex Smith – Ron Russell:
The Council for the Village of Burk’s Falls accept the Accounts Payable as presented up to and including October 23, 2007 in the amount of $_______________ and hereby authorize the Clerk/Treasurer to issue cheques for same.

2007-172
Ron Russell – B. Campbell:
The Council for the Village of Burk’s Falls have read and approve By-Law 16-2007 being a by-law to prohibit the throwing, placing or depositing of refuse or debris on private property or on property of the municipality without authority from the owner or occupant of such property;

And that Council authorizes the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls support in principle the J.E.P.P. application for telecommunications equipment as presented to Council by John Wilson, Chair of the Burk’s Falls & District Fire Department

The Council for the Village of Burk’s Falls accepts the Tender from Brian Darnbrough as presented for Snow Plowing & snow shoveling at the Elderly Person Centre/Library in the amounts as follows:

$ 45.00 snowplowing per time
$ 13.00 snow shoveling per time
$ 12.00 sanding/salting per time.
