FALLS
COUNCIL MINUTES
The regular meeting of the Burk’s Falls
Council was held on Tuesday, July 24, 2007 at 7:00pm. All members of the
Council were present.
James Kirk-White attended to take a picture of Council for the web site.
He informed Council that he would link a fire department page to the
Village site and keep it updated through John Stark, Fire Prevention
Officer.
Brian Darnbrough, By-Law Enforcement Officer, have his report. His
concerns were the boathouse on Sharpe St.; garbage being put out
Wednesday evening which could cause bear problems; the flower pots on
the poles are blocking the no parking signs; and heavy trucks on the
side streets.
Norm Mason attended this meeting to request permission to have a used
car lot on the property he had purchased on Ontario St. He needs a
letter from the Village stating they are in favour of this.

The Village of Burk’s Falls agrees to support the Near North Heritage
Group Golf Tournament by sponsoring one entire hole in the total amount
of $400.00.

The Council for the Village of Burk’s Falls approves the Break Open
Ticket Lottery application as presented by the Almaguin Bowl Association
provided all regulations are adhered to.

We approve the application to conduct a Raffle Lottery as presented by
the Burk’s Falls United Church provided all regulations are adhered to.

The Council for the Village of Burk’s Falls approves the proposal from
Louisa Moffit for placement of signs on Elm & Yonge Streets as
presented.

Ron Russell – B. Campbell
The Council for the Village of Burk’s Falls have read the 9-1-1 Public
Emergency Reporting Service Agreement with Bell Canada, which is
automatically renewed every 5 years;
And that Council supports the renewal of this agreement for 9-1-1 Public
Emergency Reporting Services.

The Council for the Village of Burk’s Falls have read and approve By-Law
No. 12-2007 being a by-law to authorize the execution of an agreement
with Her Majesty the Queen in right of Ontario as represented by the
Minister of Agriculture, Food and Rural Affairs to participate in an
Asset Management Program for funding through the Canada Ontario
Municipal Rural Infrastructure Program (COMRIF);
And that council hereby authorizes the Reeve and the Clerk to sign this
by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls have read the resolution
circulated by the Town of Kearney;
And that Council supports the Sustainable Forest Plan now being used by
the Algonquin Forest Authority and that this plan continue to be used
for the future;
And that our support be forwarded to the Town of Kearney for their
collection and presentation to the Provincial Government.

We have read the Resolution circulated by the Town of Parry Sound
opposing the passage of the Private Members Bill C-451 to remove
“Northern Ontario Status” from the District of Parry Sound;
And Whereas the proposed legislation aims to make FedNor a permanent
government agency, and would eliminate the riding for Parry Sound
–Muskoka from those eligible to receive funding through this agency;
And Whereas removing the “Northern Ontario” status from the small
municipalities within the District of Parry Sound would mean millions in
lost funding for this area;
And Whereas the “DISTRICT OF PARRY SOUND” is part of Northern Ontario
and experiences the same socio-economic and geographic problems as other
areas in Northern Ontario.
Now therefore the Council for the Village of Burk’s Falls does hereby
urge the defeat of this legislation and forward our concern to Prime
Minister Harper, The Honourable Tony Clement.

We have read the Resolution circulated by the Municipality of Huron East
expressing frustration with the Ministry of the Environment regarding
delays in obtaining approvals from the Ministry;
And that the Village of Burk’s Falls is well aware of the delays in
obtaining Certificate of Approvals for work to be completed from the
Ministry of the Environment;
Therefore the Council for the Village of Burk’s Falls supports the
petition of the Municipality of Huron East and request the Minister of
the Environment review the approvals process to ensure municipalities
can comply with Ministry standards.

The Council for the Village of Burk’s Falls have read the resolution
circulated by the Municipality of Whitestone requesting the Parry Sound
District Emergency Medical Services Committee (EMS) to reconfigure the
representation on the committee such that each municipality has one
equal vote;
And Further support the request that the EMS Committee supply all
municipalities with the reports that justified the purchase of two rural
response units along with their specifications and the Ministry of
Health report on the competitive tender for such units;
And Further support the request that the EMS Committee supply the
municipalities with the reports, plans and specifications for the
construction of a land ambulance building to be constructed on Pointe au
Baril at a reported cost of $980,000 and the report of the building
specified by the Ministry of Health;
Therefore Be It Resolved that the Village of Burk’s Falls request the
EMS Committee respond to this resolution.

The Council for the Village of Burk’s Falls have read the resolution
circulated by the Municipality of Whitestone pertaining to information
obtained through the Freedom of Information Act indicating that the
Ministry of Natural Resources contacted the Ontario Stone Sand and
Gravel Association and the Association of Municipality of Ontario prior
to the amendments to the regulation to include the District of Parry
Sound and the District of Nipissing under the Aggregate Resources Act;
And Whereas no pre-consultation with the municipalities prior to the
passing of the Aggregate Resources Act to notify small pit
owners/operators of the changes inadvertently gives disadvantage and
less time to have forecast growth/modify their needs for expansion’
And Whereas the requirement to license pits on private lands will
decrease the sustainability of
small pits resulting in owners to cease operations;
Therefore Be It Resolved that the Village of Burk’s Falls hereby
petitions the provincial government not to amend the Aggregate Resources
Act to include these two districts under the ARA;
And that our support be sent to the Municipality of Whitestone for their
collection and presentation to the Provincial Government.

The Council for the Village of Burk’s Falls have read the resolution
circulated by Greater Sudbury concerning the private members bill (Bill
150) requesting the Ontario minimum wage be increased to $10.00 per hour
that was tabled in the Ontario Legislature;
And Whereas the council for the Village of Burk’s Falls supports the
concerns expressed in this resolution;
Therefore Be It Resolved that the Village of Burk’s Falls, in the spirit
of social justice and in recognition of government’s basic role to
protect hose citizens in our society who are most vulnerable and in
need, hereby endorses provincial Bill 150 and petitions Queen’s Park to
enact Bill 150. The Bill would raise the minimum wage to $ 10.00 per
hour immediately and not by 2010 as outlined in the spring 2007 Ontario
Budget;
And the Village of Burk’s Falls forward their support to Greater Sudbury
for their presentation to the Provincial Government.

We have read the resolution circulated by the City of Owen Sound
expressing concern with Consolidated Court costs and the demands on
local host municipal Police Services to provide security and pay 100% of
the costs;
Whereas the Consolidated Court is used by the entire surrounding
community and even by those further a field with its local municipal
taxpayers responsible for paying for security; and
Whereas the Province of Ontario is the only Canadian Province or
Territory not paying for Court Security; and
Therefore Be It Resolved that the Provincial Government fulfill its
responsibility and pay for 100% of Court Security costs, and
That we forward our support to the City of Owen Sound for their
collection as presentation.

We accept the Accounts Payable as presented up to and including July 24,
2007 in the amount of $388434.83 and hereby authorize the
Clerk/Treasurer to issue cheques for same.
