THE VILLAGE OF BURK’S
FALLS
COUNCIL MINUTES
The regular meeting of the Burk’s Falls Council was
held on Tuesday, May 22, 2007. Present were Reeve Cathy Still,
Councillors Ron Russell, Rex Smith, and Bruce Campbell. Councillor Lewis
Hodgson had called in his regrets.
Conflict of interest was declared by Reeve Still on the item for closed
session and Councillor Ron Russell on the eave trough tender.
Delegations attending the meeting:
John Newstead: Area 3 representative for Eastholme gave an update on the
Home for the Aged. There are no problems; everything is operating
smoothly. Will have about a 4-5% increase in their budget.
Stf/Sgt. Wm. Ayotte: Almaguin Highlands OPP reported the 1st quarter
statistics for the Village. Calls are down from last year. He answered
questions from Council regarding the draft ATV By-law.
Linda Maurer: from the Historical Society to give the annual report and
request a donation to assist with the 2007 operating expenses.
Brian Darnbrough: By-law Enforcement Officer gave his report.
Len Hall: Village Foreman and Water-Wastewater Operator was present to
give his report.
The following resolutions were passed:
2007-81
Rex Smith – Ron Russell
We adopt the Minutes of the April 24, 2007 meeting as circulated and the
meeting of May 15, 2007 as read.
2007-82
Ron Russell – B. Campbell
We give a donation in the amount of $500.00 to the Burk’s Falls &
District Historical Society for the year 2007.
2007-83
B. Campbell – Rex Smith
We accept the Tender from Don’s Home and Cottage Renovation in the
amount of $524.00 including GST for eave trough repairs at the Welcome
Centre.
2007-84
Rex Smith – Ron Russell
We allow the Burk’s Falls Baptist Church to use the Parking lot on
Ontario Street on June 24, 2007 from 10 am to 3 pm as they will be
hosting Open Road Chapels.
2007-85
Ron Russell – B. Campbell
The Council for the Village of Burk’s Falls have reviewed the 2007
Armour Ryerson & Burk’s Falls Memorial Arena/Community Centre budget in
the amount of $ 94,800.00 with Burk’s Falls share being $28,440.00.
2007-86
Rex Smith – Ron Russell
The Council for the Village of Burk’s Falls supports the resolution from
the Tri R Committee proposing a new budget line in the 2007 landfill
budget for the amount of $ 75,000.00, with Burk’s Falls share being
$22,500.00, and held in the Village of Burk’s Falls reserves, which
represents approximately ½ of the 2006 landfill budget surplus, to be
allocated to equipment and expansion/closure expenses.
2007-87
B. Campbell – Ron Russell
We have read By-Law No. 10-2007 being a by-law to enter into an
agreement for the renewal of
9-1-1 CERB Services provided by the Ontario Provincial Police.
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the seal of the Corporation thereto.
2007-88
Rex Smith – Ron Russell
The Council for the Village of Burk’s Falls have read By-Law 22-2004
being a by-law governing procurement policies and procedures for the
Village of Burk’s Falls
And that Council amends By-Law 22-2004 as follows:
item 6(a) to $40,000.00 to be consistent with the by-law and approves
the necessary correction.

2007-89
B. Campbell – Rex Smith
The Council for the Village of Burk’s Falls have reviewed By-Law 18-2003
being a by-law to govern the proceedings of Council, the conduct of it’s
members and the calling of meetings.
2007-90
Rex Smith – B. Campbell
We accept the Accounts Payable as presented up to and including May 22,
2007 in the amount of $637,990.27 and hereby authorize the
Clerk/Treasurer to issue cheques for same.
2007-91
B. Campbell – Rex Smith
The Council for the Village of Burk’s Falls have read By-law 11-2007
being a by-law to regulate the use of All Terrain Vehicles within the
Village of Burk’s Falls;
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.
2007-92
Ron Russell – B. Campbell
We have read the Resolution circulated by the Municipality of Callander
expressing concern regarding the lack of funding for the drug Erbitux in
the treatment of Colorectal carcinoma;
And that Council supports the concerns expressed in this resolution;
Therefore Be it Resolved that the Council for the Village of Burk’s
Falls forward our support to the Municipality of Callander for their
presentation to the Minister of Health, and Health Canada for
consideration
2007-93
Rex Smith – B. Campbell
The Council for the Village of Burk’s Falls enters into a closed meeting
at 22:10, as per the Municipal Act S.O. 2001, c. 25 as amended, and 239
(2) (e) litigation or potential litigation, including matters before
administrative tribunals, affecting the municipality or local board.
2007-94

The Council for the Village of Burk’s Falls exits from a closed meeting
at 22:25, as per the Municipal Act S.O. 2001, c. 25 as amended.
2007-95
B. Campbell – Rex Smith
We do now adjourn at 22:25 until the next scheduled meeting of Council
on June 25, 2007.
