THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The Regular meeting of the Burk’s Falls Council was held on Tuesday April 24, 2007 at 7:00 pm. All members of Council were present. Noted and added to March meeting that the street sweeping tender correspondence should include that two out of the last three years the successful tender had been late in completing his obligations.

Bruce Campbell declared a conflict of interest on Item 6(n) regarding the generator and Ron Russell declared a conflict on Item 8(k) regarding severance application comments.

The following delegations were present:
Bob Hall & Barbara Marlow: Winterfest Committee. They thanked Council for their support and gave a copy of their financial statement. Bob Hall has resigned as chairperson and the committee is looking for a replacement.

Dave MacGregor from Northern Disposal and Sanitation requesting permission to use the Burk’s Falls Lagoon for a disposal site for his portable toilets. Council is checking with M.O.E. for their input.

Terry Henderson regarding a driveway permit application on his lot on Queen Street.

Jill Latendre with a proposal for flower planting, hanging baskets and maintenance for 2007 season.

Brian Darnbrough – By-law Enforcement Officer gave his report. He asked questions on the number of dogs allowed per household. He was questioned regarding outstanding property standards issues.

Len Hall – Village Foreman & Water/Wastewater Operator gave his report.

John Gallagher – Planner regarding plan of subdivision for Square B Properties Inc. He provided Council with a copy of the proposed subdivision and asked for any input on design for infrastructure such as road – water – wastewater – storm water. He is getting all the information required to submit an application to the South East Parry Sound Planning Board.

Norm Mason approached Council regarding a lot that is being severed and had questions concerning land use etc.

We adopt the Minutes of the March 27, 2007 as circulated.

2007-61
Rex Smith – Lewis Hodgson
We approve the driveway application from Terry Henderson at 198 Queen Street as presented provided all fees are paid .

2007-62

Council accepts the proposal for floral arrangements as presented by Jill Latendre as P.O.#’s 0018-0019-0020 in the amount of $3752.00 including all taxes.

2007-63
Rex Smith – Ron Russell
We accept the Accounts Payable as presented up to and including April 24, 2007 in the amount of $630,618.19 and hereby authorize the Clerk/Treasurer to issue cheques for same.

2007-64
B. Campbell – Lewis Hodgson
The Council for the Village of Burk’s Falls have read the request from the Women’s Own Resource Centre regarding use of Council chambers effective April 17, 2007 for ten weeks, on Tuesdays from 10am – 12pm.

2007-65

The Council for the Village of Burk’s Falls have reviewed the quotation from Peacock Signs for the purchase of safety equipment in the amount of $ 1378.26 and hereby authorize the Village Foreman to purchase this equipment.

The Council for the Village of Burk’s Falls have reviewed the quotation from SPD Sales Limited for the supply of Multigas Detectors and hereby authorize the Village Foreman to purchase this equipment.

2007-67

The Council for the Village of Burk’s Falls have read the letter from the Burk’s Falls Lions Club regarding a “Jail & Bail” Fundraiser to be held on May 19, 2007.

The Council for the Village of Burk’s Falls do not object to the Lions Club encroaching on the municipal parking lot for this event.

The Council for the Village of Burk’s Falls have read and approve the raffle lottery application as presented by the Burk’s Falls & District Foodbank provided all regulations are adhered to.

2007-69
B. Campbell – Lewis Hodgson
The Council for the Village of Burk’s Falls approve the Blue Sky Net GIS project as presented subject to the final financial details to be provided;
And that we authorize Blue Sky Net to pursue completion of a funding application on behalf of the supporting municipalities.

2007-70

The Council for the Village of Burk’s Falls hereby amends Resolution # 2007-058 – Accounts Payable for the month of March 2007 to the amount of $ 612,910.75 to account for cheque
# 5510 which was a voided cheque in the amount of $ 443.61.

The Council for the Village of Burk’s Falls have read and approve By-Law 7-2007 being a by-law to set tax ratios for Municipal purposes for the year 2007;
And hereby authorize the Clerk and the Reeve sign this by-law and affix the Seal of the Corporation thereto.

2007-72

The Council for the Village of Burk’s Falls have read and approve By-Law 8-2007 being a by-law to authorize the execution of a Mutual Assistance Agreement between the Corporations of the Township of Perry, Township of Armour, Township of Ryerson, the Village of Burk’s Falls, the Town of Kearney and the Municipality of Magnetawan.
And hereby authorize the Clerk and the Reeve sign this by-law and affix the Seal of the Corporation thereto.

2007-73

The Council for the Village of Burk’s Falls have read By-law No. 9-2007 being a by-law to specify the recovery of capped taxes of commercial/industrial protected properties;
And hereby authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

The Council for the Village of Burk’s Falls have reviewed the 2007 Budget for the Burk’s Falls Armour & Ryerson Union Public Library in the amount of $ 120779.00, with Burk’s Falls share being $18,170.40;

And that the Council for the Village of Burk’s Falls approves the 2007 Budget as presented.

2007-75

The Council for the Village of Burk’s Falls have read the Resolution presented by the Armour Ryerson & Burk’s Falls Memorial Arena/Community Centre Board regarding the supply and installation of a Generator at the arena for emergency shelter purposes in the amount of
$ 30,600.00.

And that Council accepts and supports the installation of an emergency generator at the Memorial Arena/Community Centre as it is the dedicated emergency shelter;

And that the costs be shared based on the cost sharing formula with the Townships of Armour and Ryerson.

The Council for the Village of Burk’s Falls have read the Resolution circulated by the Township of King calling on the Upper Levels of Government to Provide Funding Assistance for Municipal Infrastructure and To Review Certain Programs.

And that Council for the Village of Burk’s Falls supports the requests as set out in the Resolution from the Township of King;

And forward our support to the Township of King for their presentation to the Provincial Government for consideration.

2007-77

The Council for the Village of Burk’s Falls have read the resolution presented by the Municipality of Callander expressing concern with under funding to Eastholme, Home for the Aged;

And whereas with the current under funding, municipal levies have continually increased to assist Eastholme, Our Home for the Aged;

And Whereas, current funding is not sufficient to cover inflation on existing costs such as wages and benefits or utilities or cover the increased, complex care needs of the home’s residents to meet ministry standards;

And whereas, with the passing of Bill 140, in respect of a new Long Term Care Homes Act, 2006; there are concerns that more of the Home’s limited resources will be spent on the new administrative requirements of standards, compliance and documentation leading to less money getting to the bedsides of residents;

And whereas, any possible increase to the accommodation subsidy each year is currently not a reliable source of funding;

And whereas, the Province has not lived up to it’s commitment to increase funding for nursing care by $6,000.00 per resident;

And whereas, the 2007 Provincial Budget did not provide any permanent additional operating funding for long-term care homes;

And whereas, the Province has not addressed the lack of funding opportunities for boards of management operation district homes for the aged which have unincorporated townships within their jurisdiction;

Now therefore, the Village of Burk’s Falls is requesting that the Province provide increased subsidies to ensure adequate care of residents in long-term care homes;

And further that our resolution be forwarded to the Ministry of Health and Long-Term Care for their consideration.

2007-78

The Council for the Village of Burk’s Falls have read the resolution circulated by the Town of Parry Sound concerning the C. D. Howe Institute’s standardized Education Quality and Accountability Office study and that a number of elementary schools in the West Parry Sound Area performed considerably below those of other Ontario schools in communities with similar socio-economic characteristics, and

Whereas results as reported by the C. D. Howe Institute can only lead to less than desirable impacts on both the child and on the soci-economic well-being of the Parry Sound area community, and

Whereas the Chair of the Near North District School Board appears to be dismissing the significance of C.D. Howe Institute EQAO findings; and

Whereas there is significant discrepancy between results of schools in the North Bay area and those in the West Parry Sound Area;

Therefore be it resolved that the Council for the Village of Burk’s Falls supports the Town of Parry Sound’s concerns expressed in their resolution and forward our support to the Town of Parry Sound for their presentation to the Near North District School Board.
