THE VILLAGE OF BURK’S
FALLS
COUNCIL MINUTES
The regular meeting of the Burk’s Falls Council was
held on Tuesday January 23, 2007. All members of the Council were
present.
By-Law Officer Brian Darnbrough was present at this meeting to discuss
updating some of the by-laws.
By-Law 11-2005 Dogs – there is noting in the by-law to cover fines for
having more than two dogs. Can we seize any dogs above the limit?
Is there a kennel license?
By-Law 12-2005 Skateboards –can we add streets or roads to the by-law
and then change set fines to include them?
By-Law 19-2004 Cats: - limit the number cats per household and can they
be seized if there are more than two?
By-Law 18-2004 – Parking: request for 2 No Parking signs- one in front
of the Village office and High Street.
Council suggested we contact the local municipalities who had passed
by-laws allowing ATV’s and ask if they had any major concerns or
problems with them.
Foreman Len Hall reported that the Village has been spending between
$1,000.00 and $ 1,500.00 each year on replacing street and stop signs.
Approximately 20 to 25 signs have been stolen or destroyed and he will
have to replace them.
George Hoo and Colin Oke attended this meeting to make a presentation on
Telizon. They gave a brief overview of their Company. They need to have
a commitment of 80 lines to bring their Company into our area. They had
an analysis of savings that could be achieved if the Village signs their
service agreement.
Reeve Still is to contact the Ontario Realty Corporation for more
information on the OPP station and also to discuss with the adjoining
municipalities the possibility of forming a committee to get facts and
figures for keeping the station in the south end.
Councillor Smith is to get some specifications and prices on replacing
the recycling truck.
Council will write a letter of support for the Almaguin Fish Improvement
Association.

December 5, 2006 and December 19, 2006 meeting as circulated.
2007-002
B. Campbell – Lewis Hodgson
The Village of Burk’s Falls accept the proposal from Telizon to provide
phone service to the Municipal Buildings.
2007-003

The Council for the Village of Burk’s Falls appoints Penny Cullingham
and Darrel Annesley as our representative on the Burk’s Falls Armour &
Ryerson Union Public Library Board for this term of council.
2007-004

The Council for the Village of Burk’s Falls approves the Accounts
Payable as presented up to and including January 23, 2007 in the amount
of $156,117.82 and hereby authorize the Clerk/Treasurer to issue cheques
for same.
2007-005

By S.O. 2001 c.25 as amended, Section 284 (1) the treasurer of a
municipality shall in each year on or before March 31 provide to the
Council of the municipality an itemized statement on remuneration and
expenses paid in the previous year to: each member of council in respect
of his/her services as a member of the council or any other body,
including a local board, to which the member holds office by virtue of
being a member of council; each member of council in respect of his/her
services as an officer or employee of the municipality or other body
described in clause (a); and each person other than a member of council
appointed by the municipality to serve as a member of any body,
including a local board, in respect of his/her services as a member of
the body.
And that By-Law 2005-8 identified the remuneration to be paid to council
members as per S.O. 2001, c.25 Section 284 (2).

We have seen the itemized statement for Councillors etc. for 2006.
2007-006
Lewis Hodgson – B. Campbell
Council for the Village of Burk’s Falls intends to use the Community
Reinvestment Fund (CRF) allocation to offset taxes in the year 2007.
And furthermore, Council accepts the terms and conditions as set out by
the Ministry of Finance.
2007-007

We have seen Policy No. CP97266 for Bond Coverage for employees in the
amount of $1,000,000.00 as per Section 287 (1) (b) as per S.O. 2001
c.25.
2007-008

The council is aware that the Village received some invoices that must
be paid prior to Council meetings because of penalties for late
payments.
Council is also aware that the Treasurer pays for janitorial services
bi-weekly and employees wages every second Friday.
Council authorizes the Treasurer to issue cheques for the above as and
when required throughout 2007. The Council also authorizes the
Clerk/Treasurer to purchase necessary stationary supplies,
printing supplies and other office materials that are required to
efficiently operate the Municipal office from day to day throughout
2007.

The Council for the Village of Burk’s Falls donate $500.00 to the Burk’s
Falls & District Foodbank as our annual donation.
2007-010
Rex Smith – Lewis Hodgson
The Council for the Village of Burk’s Falls approves the annual grant to
the Huntsville Branch of the Salvation Army in the amount of $50.00 for
2007.
2007-011
Rex Smith – Lewis Hodgson
The Council for the Village of Burk’s Falls approve the payment of the
annual membership fees to the Parry Sound Municipal Association in the
amount of $150.00 per year.
2007-012

The Council for the Village of Burk’s Falls approves the annual grant to
the Burk’s Falls Cemetery in the amount of $150.00 for the year 2007.
2007-013
Lewis Hodgson – B. Campbell
The Council for the Village of Burk’s Falls pay the annual membership
fee to the East Parry Sound Veterinary Unit in the amount of $40.00.
2007-014

Council for the Village of Burk’s Falls approves a donation in the
amount of $150.00 to the East Parry Sound Regional Science Fair.
2007-015

The Council for the Village of Burk’s Falls supports the Women’s Own
Resource Centre with a contribution of $0.35 per capita for the year
2007.
2007-016

The Council for the Village of Burk’s Falls approves the application as
presented by the Lion’s Club of Burk’s Falls to conduct a Break Open
Ticket Lottery provided all regulations are adhered to.
2007-017

The Council for the Village of Burk’s Falls have read and approve By-Law
No. 5 –2007 being a by-law to authorize the submission of an application
to the Ontario Infrastructure Projects Corporation (“OIPC”) for funding
from the Rural Infrastructure Investment Initiative for new eligible
capital projects of the Corporation of the Village of Burk’s Falls and
to approve the expenditure of funds on said eligible capital projects;
And that Council authorizes the Reeve and the Clerk/Treasurer to sign
this by-law and affix the Seal of the Corporation thereto.
2007-018

The Council for the Village of Burk’s Falls have read and approve By-Law
No.1-2007. Being a by-law to authorize the borrowing from time to time
to meet current expenditures during the fiscal year.
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.
2007-019

The Council for the Village of Burk’s Falls have read and approve By-Law
No. 2-2007 Being a by-law to establish a charge for interest for
non-payment of current taxes;
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.
2007-020

The Council for the Village of Burk’s Falls have read and approve By-Law
No. 3-2007
Being a by-law to provide for an interim tax levy and the payment of
Interim taxes for the year 2007.
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.
2007-021

The Council for the Village of Burk’s Falls have read and approve By-Law
No. 4-2007 Being a by-law to provide interest to be charged for overdue
payments – Tax Arrears.
And that we authorize the Reeve and the Clerk to sign this by-law and
affix the Seal of the Corporation thereto.
2007-022
Lewis Hodgson – B. Campbell
The Council for the Village of Burk’s Falls supports the application to
NECO/Community Futures Local Initiatives Project Fund on behalf of the
Almaguin Cup 2007 in the amount of $ 3,000.00 and will administer all
funds associated with the application.
And that the Village of Burk’s Falls supports the Almaguin Cup 2007
event.

the Village of Burk’s Falls enters into a closed meeting at 22:35.

for the Village of Burk’s Falls exits from a closed meeting at 22:53.
