THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The Burk’s Falls Council held a special meeting at 6:00 p.m. prior to their regular meeting on Tuesday December 19, 2006. The purpose of this meeting was to meet with the Township of Armour Council to discuss a water policy. Present from Armour were Bob McPhail, Marty Corcoran, Pat Hayes, Rod Blakelock and Wendy Whitwell. Present from Burk’s Falls Council were Reeve Cathy Still, Councilors Bruce Campbell, Lewis Hodgson, Ron Russell and Rex Smith.
Councilor Campbell had prepared a list of what he felt should be included in a legal agreement regarding water and wastewater infrastructure in Armour. Each point was discussed and with only a few minor changes they were agreed upon.

Councilor Pat Hayes declared a conflict of interest on the discussions regarding the line on the west side of Hwy., 11 and left the meeting.

It was decided that Armour & Burk’s Falls Councils and the owners of the six residences on Ferguson Road and Pegg’s Mountain Road connected to the Village water system would have a meeting on January 11, 2007 at 7:00 p.m. to discuss the options available regarding their service.

The meeting adjourned at 6:45 p.m..

The regular meeting of the Council was called to order at 7:00 p.m. All members were present from the 6:-00 p.m. meeting. Delegations were:
Barbara Marlow from Ryerson Township – she gave an update on the DSSAB and services provided. She asked for Burk’s Falls to appoint her as their representative for this term of Council.
Norm Harkness. He was present to discuss his property taxes. He voiced his concerns to Council and asked that they support his application to MPAC.

Brian Darnbrough – By-law Enforcement Officer. He gave his report, answered questions concerning it and also made a couple requests. He asked that the “No Motorized Vehicles” signs be removed from the trail until spring and that a Property Standards Committee meeting be held at 6:30 p.m on January 23, 2007.

Len Hall – Village Foreman/Water/Wastewater Operator gave his report.

A closed session was held to discuss personnel.

The Council for the Village of Burk’s Falls approves the application to conduct a Blanket Raffle Lottery as presented by the RCL Branch 405 Vic Fell Memorial Legion provided all regulations are adhered to.

Whereas Crime Stoppers is a partnership between the community, the media and the Police Services and has been successfully operating in the Village of Burk’s Falls since July 1988.

Whereas Crime Stoppers is a non-profit, community based volunteer organization and operates entirely on donations and contributions from individuals, businesses and associations.

Whereas Crime Stoppers provides the general public with an anonymous means to pass along information on crimes and criminal activities to the Police Services

Whereas Crime Stoppers promotes public awareness in the prevention of crime

Now therefore the Council for the Village of Burk’s Falls do hereby proclaim the month of January 2007 as
CRIME STOPPERS MONTH.

The Village of Burk’s Falls Council nominates John Newstead, representing Area 3 municipalities to the Board of Management for the Eastholme, Home for the Aged for the Term beginning April 1, 2007.

The Council for the Village of Burk’s Falls appoints Glenn Miller as Ward Four Director for the District of Parry Sound Municipal Association.

The Council for the Village of Burk’s Falls have read By-Law 18-2006 being a by-law to prohibit motorized snow vehicles from municipal sidewalks in the Village of Burk’s Falls;

And that we authorize the Reeve and the Clerk to sign this by-law and affix the seal of the Corporation thereto.

The Council for the Village of Burk’s Falls have read By-Law 19-2006 being a by-law to regulate the use of Fire Hydrants in the Village of Burk’s Falls;

And that we authorize the Reeve and the Clerk to sign this by-law and affix the seal of the Corporation thereto.

The Council for the Village of Burk’s Falls accepts the proposal from Stan Darling Insurance Inc. for insurance
Coverage for the municipality in the amount of $53,388.00 for the year 2007.

The Council of the Village of Burk’s Falls nominate long standing members of the Burk’s Falls & District Fire Department for the Ontario Volunteer Service Awards, as part of a joint application submitted on behalf of the Village of Burk’s Falls, the Township of Armour and the Township of Ryerson.

That we charge the Burk’s Falls, Ryerson and Armour Fire Department $100.00 per month for rent of office space for the fire protection officer. Fire Department to cover phone line costs.

Council for the Village of Burk’s Falls supports the proposal from the Fire Chief to replace Rescue 1 for approximately $115,000.00 and necessary replacement of the Fire Hall doors for approximately $18,000.00. This is in accordance with Proposal 2 presented to the Board in September.

Council for the Village of Burk’s Falls issues a challenge to the surrounding municipalities (Kearney, Perry, McMurrich/Monteith, Armour, Ryerson and Magnetawan) to raise funds through a SKATETHON for the Armour, Ryerson, Burk’s Falls Memorial Arena.
The Council and Staff to get pledges to see which Municipality can raise the most funds.
Skatethon to be held January 14, 2007 from 2-3 pm at the arena.
