THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The Regular meeting of the Burk’s Falls Council was held on Tuesday June 27, 2006 at 7:00 p.m. All members of the Council were present. Others in attendance were: Len Hall – Village Foreman and Water/Wastewater Operator; Brian Darnbrough – By-Law Enforcement Officer; Jean Varcoe – Arena Fund Raising Committee; Bill Parry – Royal Canadian legion Br. 405; Mandi Henderson – Almaguin Forrester.

Bruce Campbell Chairman of the Arena Fund Raising Committee “OUR COMMUNITY WORKS” made a presentation to the Council regarding the Centre’s repairs and upgrades. He requested Council to pass a resolution to proceed with the project provided Armour and Ryerson pass similar resolutions. Bruce Campbell or Doug Jeffers will make a presentation to the Armour and Ryerson Councils.

Bill Parry from Br. 405, R.C.L. was present to request a reduction in the general portion of their property taxes.

Brian Darnbrough, By-Law Enforcement Officer was present to give his report and discuss a couple of issues with Council.

Len Hall – Village Foreman and Water/Wastewater Operator gave his report to Council.

2006-105
Lewis Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls adopts the Minutes of the May 30, 2006 meeting as circulated.

2006-106
Rex Smith – Cathy Still:
Council for the Village of Burk’s Falls accepts the Tender as presented from Gerry Church
in the amount of $ 400.00 for the purchase of the Parabus. Payment to be received in full prior to transfers being completed. Buyer is to supply Buyers Package if required.

B. Campbell – Lewis Hodgson:
That Council for the Village of Burk’s Falls give a donation in the amount of $ 100.00 to Near North Crime Stoppers.

Council for the Village of Burk’s Falls approve the 2006 Burk’s Falls & District Fire Department Budget in the amount of $ 164,500.00 with Burk’s Falls share being $ 42,770.00.

Council for the Village of Burk’s Falls approve the 2006 Tri R – Landfill Budget in the amount of $131,800.00 with Burk’s Falls share being $ 39,540.00.

Council for the Village of Burk’s Falls approve the 2006 Tri R – Recycling Budget as presented in the amount of $ 29,730.00 with Burk’s Falls share being $ 8,919.00.

Council for the Village of Burk’s Falls approve the 2006 Burk’s Falls Armour Ryerson Union Public Library Budget as presented in the amount of $ 172,195.00 with Burk’s Falls share being $ 15,149.38.

Council for the Village of Burk’s Falls approve the 2006 South Almaguin Highlands Economic Development Operating Budget in the amount of $ 15,000.00 with Burk’s Falls share being $ 4500.00.

Council for the Village of Burk’s Falls approve the 2006 Armour Ryerson & Burk’s Falls Memorial Arena/Community Centre Budget in the amount of $100,600.00 with Burk’s Falls share being
$30,180.00.

The Council for the Village of Burk’s Falls approve the application as presented by Br. 405 Vic Fell Memorial Legion to conduct a Break Open Ticket Lottery provided all regulations are adhered to.

2006-115:
Lewis Hodgson – Cathy Still:
Council for the Village of Burk’s Falls supports the decision put forward by the Arena Board to proceed with the repairs and upgrades to the Arena Community Centre. This is contingent on a similar resolution being passed by the Townships of Armour and Ryerson. The amortization schedule to be fixed at the time of borrowing the funds to complete the project.

That the Council for the Village of Burk’s Falls supports the recommendation of the Joint Building Committee to have a central office located at the Strong Township Municipal Office – Lower Level effective August 8, 2006.

Cathy Still – Rex Smith:
That upon the recommendation of the Parry Sound EMS Committee, EMS reserves be allocated to a dedicated account for Parry Sound District EMS use only.

2006-118
Lewis Hodgson – Cathy Still:
The Council for the Village of Burk’s Falls have read the correspondence from the Board of Directors for Habitat for Humanity North Bay/Blue Sky Region Proposed Affiliate.
And that Council for the Village of Burk’s Falls supports this initiative to bring an affiliation to our area with Habitat for Humanity;
And that Council recognizes the important contribution Habitat for Humanity provides individuals
And trust the residents of the Village of Burk’s Falls will lend their support to future projects in the area with Habitat for Humanity.

2006-119
B. Campbell – Cathy Still:
The correspondence received from the Ontario Municipal Water Association (OMWA), concerning the recommendations made in Watertight, by the government-appointed Water Expert Panel, will, if adopted, transfer control of water assets from municipalities to local water companies. These water companies are to be governed by Boards, with two-thirds of Board members to be drawn from the private sector which OMWA views as the first step in dismantling public ownership be received; and

The Municipality of the Village of Burk’s Falls supports the position of the Ontario Municipal Water Association that water must remain under public ownership and control; and

That the Government of Ontario must make a commitment to the people of Ontario to keep water under public ownership and control by enshrining it in legislation; and

Further that a copy of the motion be sent to Premier Dalton McGuinty, The Minister of Public Infrastructure Renewal, the Hon. David Caplan, the Minister of the Environment, the Hon. Laurel Broten, the Minister of Municipal Affairs and Housing, the Hon. John Gerretson for their consideration.

Lewis Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls have read the resolution presented by the Township of Edwardsburg/Cardinal regarding the draft regulations relating to Farmer’s Markets.
And that Council supports the recommendation to the Minister of Health & Long Term Care place a moratorium on legislative changes that would alter the current social and cultural makeup of Ontario Farmer’s Markets, church suppers, bazaars, teas, pot-luck suppers, and other similar community social and fundraising events.
And that our support be directed to the Township of Edwardsburg/Cardinal for their presentation to the Provincial Government.

2006-121
Cathy Still – B. Campbell:
The Council for the Village of Burk’s Falls have read and approve By-law 12-2006 being a by-law to exempt properties from taxation for the general portion of the taxation levy;

And that Council authorizes the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

That as per the Municipal Act S.O. 2001, c.25 as amended, 239(2) Council for the Village of Burk’s Falls enters into a closed meeting.

That as per the Municipal Act S.O. 2001, c.25 as amended, 239(2) Council for the Village of Burk’s Falls exits from a closed meeting as 22:57.

2006-124
B. Campbell – Lewis Hodgson:
The Council for the Village of Burk’s Falls is in agreement with Greer Galloway and Russell, Christie acting on behalf of the Township of Armour and the Village of Burk’s Falls in facilitating the necessary agreements for the new development on Commercial Drive with the understanding that no costs be incurred by the Village of Burk’s Falls.

2006-125:
Lewis Hodgson – Rex Smith:
That Council authorizes the hiring of a qualified person to GPS the catch basins within the Village limits to assist with West Nile Virus control.

2006-126
Rex Smith – Cathy Still:
The Council for the Village of Burk’s Falls approves the Accounts Payable as presented up to and including June 27,2 006 in the amount of $ 162,677.17 and hereby authorize the Clerk/Treasurer to issue cheques for same.
