THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The first regular meeting of the Burk’s Falls Council was held on Tuesday January 24, 2006 at 7:00 pm.
All members of Council were present.

Brian Darnbrough, By-Law Enforcement Officer was at this meeting to give his report and answer any questions and concerns from Council.

Len Hall, Village Foreman, was present to give his report.

The following resolutions were passed:

2006-001
Rex Smith – Cathy Still:
We adopt the Minutes of the December 20, 2005 meeting as circulated.

2006-002
B. Campbell – Cathy Still:
The Council for the Village of Burk’s Falls supports the application to the Northern Ontario Heritage Fund Corporation (NOHFC) for the Arena Project to upgrade the facility for year round use in the amount of $1,200,000.00.
And that we request the Townships of Armour and Ryerson to pass similar resolutions.

2006-003
Cathy Still – Lewis Hodgson:
We approve the application to conduct a raffle lottery as presented by St. Andrew’s Presbyterian Church provided all regulations are adhered to.

2006-004
We approve the application to conduct a Break Open Ticket Lottery as presented by the Royal Canadian Legion. Br.405, provided all regulations are adhered to.

2006-005
Rex Smith – Cathy Still:
We approve the application to conduct a Raffle Lottery as presented by the Vic Fell Memorial Legion Br. 405, provided all regulations are adhered to.

2006-006
Cathy Still – Rex Smith:
The Council for the Village of Burk’s Falls approve the payment of the annual membership fees to the Parry Sound Municipal Association in the amount of $150.00
per year.

2006-007
Rex Smith – Lewis Hodgson:
The Council for the Village of Burk’s Falls approves the annual grant to the Burk’s Falls Cemetery in the amount of $ 150.00 for the year 2006.

2006-008
Lewis Hodgson – Cathy Still:
We approve our annual membership to the Ontario’s Near North Association in the amount of $ 103.44 for 2006.

2006-009
Lewis Hodgson – Rex Smith:
The Council for the Village of Burk’s Falls donate $ 500.00 to the Burk’s Falls & District Foodbank as our annual donation.

2006-010
Rex Smith – Cathy Still:
The Council The Council for the Village of Burk’s Falls pay the annual membership fee to the East Parry Sound Veterinary Unit in the amount of $ 40.00.

2006-011
Cathy Still – Rex Smith
The Council for the Village of Burk’s Falls approves the annual grant to the Huntsville Branch of the Salvation Army in the amount of $ 50.00 for 2006.

2006- 012
B. Campbell – Cathy Still:
Council for the Village of Burk’s Falls intends to use the Community Reinvestment Fund (CRF) allocation to offset taxes in the year 2006.

And furthermore, Council accepts the terms and conditions as set out by the Ministry of Finance.

2006-013
By S.O. 2001 c.25 as amended, Section 284 (1) the treasurer of a municipality shall in each year on or before March 31 provide to the Council of the municipality an itemized statement on remuneration and expenses paid in the previous year to: each member of council in respect of his/her services as a member of the council or any other body, including a local board, to which the member holds office by virtue of being a member of council; each member of council in respect of his/her services as an officer or employee of the municipality or other body described in clause (a); and each person other than a member of council appointed by the municipality to serve as a member of any body, including a local board, in respect of his/her services as a member of the body.

And that By-Law 2005-8 identified the remuneration to be paid to council members as per S.O. 2001, c.25 Section 284 (2).

We have seen the itemized statement for Councilors etc. for 2005.

2006-014
Rex Smith – Lewis Hodgson:
We have seen Policy No. CP97266 for Bond Coverage for employees in the amount of $1,000,000.00 as per Section 287 (1) (b) as per S.O. 2001 c.25.

2006-015
Lewis Hodgson – B. Campbell:
The council is aware that the Village received some invoices that must be paid prior to Council meetings because of penalties for late payments.

Council is also aware that the Treasurer pays for janitorial services bi-weekly and employees wages every second Friday.

Council authorizes the Treasurer to issue cheques for the above as and when required throughout 2006. The Council also authorizes the Clerk/Treasurer to purchase necessary stationary supplies, printing supplies and other office materials that are required to efficiently operate the Municipal office from day to day throughout 2006.

2006- 016
Lewis Hodgson – Cathy Still:
The Council for the Village of Burk’s Falls have read and approve By-Law No. 01-2006 Being a by-law to authorize the borrowing from time to time to meet current expenditures during the fiscal year.

And that we authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

2006-017
B. Campbell – Lewis Hodgson:
The Council for the Village of Burk’s Falls have read By-Law No. 02-2006 being a by-law to establish a charge for interest for non-payment of current taxes;

And that we authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

2006-018
B. Campbell –
The Council for the Village of Burk’s Falls have read and approve By-Law No. 03-2006 being a by-law to provide interest to be charged for overdue payments – Tax Arrears.

And that we authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

2006-019
B. Campbell – Cathy Still:
The Council for the Village of Burk’s Falls have read and approve By-Law No. 04-2006
Being a by-law to provide for an interim tax levy and the payment of Interim Taxes for the year 2006.

And that we authorize the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

2006-020
Lewis Hodgson – B. Campbell:
The Council for the Village of Burk’s Falls purchases a 1/8 page ad in the “Yours for Fun” magazine for 2006 as presented.

2006-021
Rex Smith – Cathy Still:
The Council for the Village of Burk’s Falls have read By-Law No. 5-2006 being a by-law to appoint certain officers and set the rates of Pay for the year 2006.

And that Council authorizes the Reeve and the Clerk to sign this by-law and affix the Seal of the Corporation thereto.

2006- 022
Cathy Still – Rex Smith:
That Council for the Village of Burk’s Falls have read By-Law No.06 –2006 being a by-law requiring an emergency management program for the protection of public safety, health, the environment, the critical infrastructure and property, and to promote economic stability and a disaster-resilient community

And that we authorize the Reeve and the Clerk to sign this by-law and affix the seal of the Corporation thereto.

The Council for the Village of Burk’s Falls appoints:

2. Gary Binkley
As the Village of Burk’s Falls representatives on the Armour Ryerson & Burk’s Falls Economic Development Committee.

2006-024
B. Campbell – Cathy Still:
The Council for the Village of Burk’s Falls have read the Letter to Premier Dalton McGuinty from the City of Kawartha Lakes expressing concern with Municipal Water and Wastewater rates;

And that Council supports the concerns expressed in this resolution and forward our concern to Premier Dalton McGuinty for his government’s consideration.

2006-025
Lewis Hodgson – Rex Smith:
The Village of Burk’s Falls Council agrees to move the February 21, 2006 meeting to Wednesday February 22, 2006.

2006-026
Rex Smith – Cathy Still:
We accept the Accounts Payable as presented up to and including January 24, 2006 in the amount of
$ 94,824.66 and hereby authorize the Clerk/Treasurer to issue cheques for same.
