THE VILLAGE OF BURK’S FALLS
SPECIAL PUBLIC MEETING COUNCIL MINUTES

A special public meeting for the proposed Official Plan Amendment Number 2 was held on Tuesday October 28, 2003 at 3:00 to 5:00 P.M. in the Council Chambers.

Those in attendance were: Reeve Joe Van Gaal, Councillors Cathy Still, Alex Millar and Bruce Campbell, the Village’s Consultant Doug Clute, interested citizens Daryl Annesley, Myrna Ward, Carl Whitmell and Karen Kawalchuk and Clerk-Treasurer Jarvis Osborne and Almaguin News reporter Astrid Taim.


Reeve Van Gaal opened the meeting and gave a brief history of the waterworks in the Village and how the Walkerton issue has mandated major changes.

One of these was a groundwater and well head protection study for which the Village hired Harden Environmental. The proposed OPA No. 2 incorporates the recommendations from the study into the Burk’s Falls Official Plan.

Doug Clute then explained the Groundwater Protection Zones and how the wells are affected under a two year and a ten year capture zone. He answered Mr. Whitmells questions as to the aggregate removal in the area surrounding the well. Existing uses are legal non-conforming and only major expansion services or new services would be regulated by the proposed amendment.

The question of could a leachate problem from the landfill site have an adverse affect on the Village water supply and the answer was an emphatic NO.
