THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES

The regular meeting of the Burk’s Falls Council was called to order at 7:00 P.M. on Tuesday August 19, 2003.  All members of the Council were present.

Diane Mehaffy from the special events committee was present to give Council an update on the Greg Boyes Day.  She informed Council that Mr. Peter Camani has made a sculpture of Greg which will be unveiled on Saturday August 23 in the Ontario St. parking lot.

John Atkinson, By-law Enforcement Officer, was present to give his report. He then asked Council for an interpretation on a section of By-Law No. 5-2000 being the General Standards Zoning By-Law.

Rex Smith declared a conflict of interest in regards to the garbage pick-up tender and left the meeting while it was being discussed.

The following resolutions were passed:

We adopt the Minutes of the July 22, July 24 and August 12 meetings as circulated. 

Alex Millar - Bruce Campbell
We give a donation in the amount of $500.00 to the Burk’s Falls Lions Club for their 65th Charter Night in the Armour, Ryerson, Burk’s Falls Arena.

The Village of Burk’s Falls purchase directly from Cleartech (1) Hach 2100P Portable Turbidimeter as per telephone quote with Len Hall in the amount of $1325.26 plus taxes. 

Cathy Still - Bruce Campbell
We accept the Tender for Garbage Pick up in the Village of Burk’s Falls from: Jan. 1/04 to Dec. 31/05 in the amount of $52,000.00 including G.S.T. for a 2 (two) year contract.

Alex Millar - Cathy Still
Be it resolved that the basic rate for water be raised from $26.25 to $30.00 for 5,000 gallons for a bi-monthly billing.  The rates for 6,000 -10,000 gallons be $2.22 per 1000 gallon; for 11,000 - 100,000 gallons be $1.60 per 1000 gallon; and 101,000 + be .85 per 1000 gallon. The sewer to water ratio be reduced from 1.7142 to 1.5 of the water rate.

And that rates for Armour customers be as follows:

First 5,000 gallons will be $50.00; from 6,000 to 10,000 will be $3.60 per 1000 gallons; from 11,000 to 100,000 will be $2.61 per 1000 gallons; and over 100,000 will be $1.36 per 1000 gallons.

These rates are subject to change under the provisions of the New Safe Water Drinking Act.

We have read and approve By-Law No. 21-2003 being a by-law to set the Tax Rates for the
Village of Burk’s Falls for the 2003 Taxation year;
And That we authorize the Reeve and the Clerk to sign the by-law and affix the Seal of the Corporation thereto.

We accept the Accounts payable as presented up to and including August 19, 2003 in the amount of $95,071.75 and hereby authorize the Clerk/Treasurer to issue cheques for same.

We do now adjourn at
9:55 p.m. until the next scheduled meeting to be held on September 23, 2003.
