THE VILLAGE OF BURK’S FALLS
COUNCIL MINUTES
The regular meeting of the
Burk’s Falls Council was held on Tuesday, May 25, 2010 in the Burk’s
Falls Council Chambers at 6:00 p.m.
Present were Reeve Cathy Still, Councilors Lewis Hodgson, Bruce
Campbell, Ron Russell and Rex Smith.
Delegations to Council were:

Val Cranmer from Greer Galloway
to discuss the draft Official Plan. She went over the newest draft after
responding to comments from MMAH and MOE. Councilor Campbell had a
number of questions to which Ms. Cranmer responded and would incorporate
into the Official Plan. A notice will be placed in the newspaper and on
the Village website that the Official Plan will be adopted by By-Law at
the June 22, 2010 meeting and then forwarded to MMAH for their approval.

Juri Berzins, Urban Design
Associates, who has been retained to do an urban design and
revitalization plan for the Village. He outlined some short and long
term improvements, listed the opportunities, the constraints and some
recommendations. He will be setting a public meeting to get input and
give attendees an idea of what the Village is trying to achieve.

Tom Hudakoc regarding a property
standards issue.

Cindy Bourguignon with concerns
and suggestions. She would like to see a children’s park or playground
established in the Village; would like to see improvements at the
wharf/dock area and waterfront and improvements at the boat launch
areas.

present to give his report.

Council for the Village of Burk’s Falls accept the Tri R Committee
budget to complete the ISF project in the amount of $119,800.
And Further, that the Council for the Village of Burk’s Falls approve
the Tri R Committee to cash the GIC in the amount of $54,316.81 plus
interest at maturity on June 17, 2010. This GIC represents the Tri R
Committee’s one third share of the approved project.

Council for the Village of Burk’s Falls approve the 2010 Tri-R Recycling
net budget in the amount of $175,700., with Burk’s Falls share to be
$52,710.;
And Further, two percent of the total gross expenses (2% of
$271,200.=$5,424.) to be put into a reserve in the 2010 budget as per
the cost share agreement. Burk’s Falls share to be $1,627.20.

the 2010 budget for our share of the 2009 surplus for the Tri-R
Recycling budget.

Landfill budget in the amount of $192,564.00 with Burk’s Falls share
being $57,769.20;
And Further, two percent of the total gross expenses (2% of
$218,200.=$4,364.) to be put into a reserve in the 2010 budget as per
the cost sharing agreement. Burk’s Falls share to be $1,309.20.

reserve in the 2010 budget for our share of the 2009 surplus for the
Tri-R Landfill budget.

budget in the amount of $81,670., with Burk’s Falls share to be
$24,501.00;
And Further, two percent of the total gross expenses (2% of
$111,261.=$2,225.22) to be put into a reserve in the 2010 budget as per
the cost share agreement. Burk’s Falls share to be $667.57.

net budget in the amount of $302,120., with Burk’s Falls share to be
$90,636.;
And Further, two percent of the total gross expenses (2% of
$329,405.=$6,588.10) to be put into a reserve in the 2010 budget as per
the cost share agreement. Burk’s Falls share to be $1,976.43.

the 2010 budget for our share of the 2009 surplus from the Fire Budget.

budget in the amount of $168,000., with Burk’s Falls share to be
$50,400.;
And Further, two percent of the total gross expenses (2% of
$320,200.=$6,404.) to be put into a reserve in the 2010 budget as per
the cost share agreement. Burk’s Falls share to be $1,921.20.

the 2010 budget for our share of the 2009 surplus from the Arena budget.

WoodArt Signs for the Theatre Sign with accessories for $985.00 plus
PST.

(Communities Against (Illegal) Narcotic Drug Use) in the amount of
$200.00 to help this organization with funding for information sessions
and education on this problem .

towards the Almaguin Highlands Secondary School graduation awards.

$0.30 per capita to the Women’s Own Resource Centre.

That we approve the Accounts Payable as presented up to and including
May 25, 2010 in the amount of $170,263.37 and hereby authorize the
Clerk/Treasurer to issue cheques for same.

Council for the Village of Burk’s Falls passes said resolution for the
establishment of a Joint Audit Committee for the 2010 Municipal
Election;
WHEREAS Section 81.1 of the Municipal Elections Act, 1996 requires the
mandatory establishment of a Compliance Audit Committee for the 2010
election;
AND WHEREAS economies of scale shall be realized by participating
municipalities through the establishment of a Joint Compliance Audit
Committee;
AND WHEREAS the important role of the Almaguin Clerk’s Group in
facilitating this joint initiative, and subsequent cost savings to each
municipality is recognized;
NOW THEREFORE BE IT RESOLVED that the Council of the Village of Burk’s
Falls deems it necessary to enter into an agreement with other
interested municipalities to appoint a joint Compliance Audit Committee
for the 2010 election and subsequent term thereafter ending on November
30, 2014;
AND FURTHER that the Council of the Village of Burk’s Falls authorizes
the Almaguin Clerk’s Group to promote, interview, and make
recommendation to council for appointment to the joint Compliance Audit
Committee.

at 10 a.m. for the duration of the Soccer World Cup being held in South
Africa from June 12 to July 12 inclusive.
